Quake victims donation did not go where I thought it would?

I was approached by a friend who asked me to make a donation to help the quake victims in China. I made a contribution. I have since learned that the person took the money to the Chinese consulate when I thought it would be going to some relief organization. I'm sure that my friend feels that the money will go to help the victims thru the goverment but I on the other hand have serious doubts about that. I feel my friend was naive. Should I be angry at my friend?
